The General Secretary

The Presidency’s General Secretariat is led by a Secretary General, appointed by decree, and placed under the President’s authority.

He may be delegated the President’s power of signature.

He attends the Council of Ministers, Presidential Council, and Inter-Ministerial Council meeting.

He takes part in work sessions chaired by the President of the Republic.

He has a Head of Office, a Secretariat, and Project Officers

    The Presidency’s General Secretariat is led by a Secretary General who is appointed by decree and is placed under the authority of the President.

    He attends the Council of Ministers, Presidential Council, and Inter-Ministerial Council meetings.

  • Article 12

    The Secretary General is assisted in its work by one or more Deputy Secretaries General, also appointed by decree. Within their area of competence, Deputy Secretaries General can act on behalf of the Secretary General should the latter be absent or incapacitated, and may receive a delegation of his authority.

    The Secretary General, in conjunction with The Director of Cabinet, assists the President of the Republic in his duties in developing and implementing national policy. To this end, he has a team of Special and Technical Advisors appointed by decree of the President.
