Strategic Meeting with Regional Governors: President Bassirou Diomaye Faye Reaffirms the Imperative of a People-Centered State Authority

A few days after his economic tour of eastern Senegal, notably in the regions of Tambacounda and Kédougou, the President of the Republic, His Excellency Mr. Bassirou Diomaye Faye, chaired a strategic meeting with regional governors at the Presidential Palace.


During this meeting, the Head of State recalled a fundamental principle: the authority of the State is measured прежде all in the territories, through the quality of public services delivered to citizens and the ability of public administrations to anticipate and prevent social, economic, and security-related tensions.

Three major priorities were reaffirmed during the discussions:
• the modernization of territorial administration, firmly oriented toward a culture of results and performance;
• strengthened vigilance regarding land-related issues and early warning signs of social tensions;
• enhanced and rigorous coordination of deconcentrated services, in order to ensure public action that is more transparent, more coherent, and more effective in serving the population.

The 2025–2029 Strategic Plan of the Directorate General of Territorial Administration (DGAT) was established as the reference framework for action in the regions. This plan is fully aligned with the National Transformation Agenda “Senegal 2050,” which guides the country’s long-term vision.

By endorsing the recommendations resulting from these deliberations, the President of the Republic commits the State to a dynamic of strengthening its territorial presence. This orientation aims to consolidate stability, promote national cohesion, and fully restore citizens’ trust in public institutions.

This meeting thus marks a decisive step in the effective implementation of proximity-based governance, at the heart of the Head of State’s commitments for a sovereign, just, and prosperous Senegal.
