Statement from the Presidency of the Republic on the Public Release of the Draft Reform Bills

In line with the commitments made by the Head of State to give concrete effect to the consensus reached through the two inclusive national dialogues held respectively on justice in 2024 and on the political system in 2025, the following draft bills have been finalized:

  • Draft bill revising the Constitution;
  • Draft organic law relating to the Constitutional Court;
  • Draft bill establishing a new Electoral Code, including the creation of the Independent National Electoral Commission (CENI);
  • Draft bill relating to political parties.

The Head of State extends his gratitude to all the nation’s vital forces, the facilitators of the two dialogues, and the experts of the ad hoc committees who ensured the legal translation of the consensus recommendations arising from these national consultations.

The Head of State also commends the members of the review committee established, on his instructions, by the Prime Minister, with the participation of the President of the National Assembly, for finalizing these draft bills, which will undoubtedly help strengthen the rule of law, as well as electoral inclusion and transparency.

The Head of State strongly encourages political actors, civil society, legal experts, and citizens from all backgrounds to fully engage with the unprecedented institutional reforms underway in our country, and to contribute to the debate they call for, in a spirit of calm and constructive dialogue.

Lastly, the Head of State reaffirms his commitment to dialogue and to an inclusive approach to reforms, one that places Senegal above all other considerations and sustainably strengthens the democratic stability of our country.
