Senegal and ACWA Power Sign Renegotiated Contract for Grande Côte Desalination Plant.

Under the impetus of the President of the Republic, His Excellency Mr. Bassirou Diomaye Diakhar Faye, Senegal has taken a decisive step forward with the signing of the renegotiated contract for the construction of the Grande Côte seawater desalination plant, in partnership with the Saudi group ACWA Power.

This strengthened cooperation reflects the commitment of both nations to revisit their agreements while respecting Senegal’s sovereign interests, principles of contractual transparency, and the historic fraternity uniting our two peoples.

The renegotiation has yielded significant outcomes, including:
• A reduction in the price of water from 427 to 389.8 FCFA/m³;
• A substantial decrease in the annual lease burden borne by the State;
• A doubling of solar capacity to 300 MWp;
• A favorable revision of the sharing of operational profits;
• Enhanced concessional financing;
• Increased emphasis on local content and training programs;
• Strict adherence to public-private partnership procedures, with the approval of UNAPPP and DCMP.

With a projected capacity of 400,000 m³ per day, this major infrastructure project addresses the growing demand for drinking water in the strategic Dakar–Thiès–Mbour triangle, which accounts for nearly 80% of the country’s urban water needs.

On this occasion, the President of the Republic expressed his deep gratitude to His Majesty King Salman bin Abdulaziz Al Saud, Custodian of the Two Holy Mosques, His Royal Highness Crown Prince Mohammed bin Salman, and the brotherly people of the Kingdom of Saudi Arabia for their renewed trust and steadfast solidarity with Senegal.

This project embodies a new dynamic of impactful partnerships, focused on sustainability, economic performance, transparency, and tangible improvements in the well-being of populations.
