
Council of Ministers Meeting
The Council of Ministers was exceptionally held on Thursday, October 9, 2025, under the presidency of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
ON THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC
At the opening of the Council, the President delivered his communication on the following points:
Paradigm Shift in Promoting Attractiveness
The President began by discussing the organization of the 2nd edition of the Invest in Senegal Forum, themed “Connecting Opportunities, Building the Future,” held on October 7 and 8, 2025, to thank all participants and partners for their mobilization and commitment.
After congratulating the Prime Minister, the Government, and state services, with special mention to APIX, for the remarkable organization of the Forum, he instructed the Prime Minister to ensure, in collaboration with relevant ministers and the Director General of APIX, the implementation and follow-up of commitments made during the signing of investment and partnership agreements, to ensure the proper and swift execution of validated sectoral projects.
The Head of State further directed the Prime Minister to accelerate the digitization of public services and the implementation of recommended reforms to enhance Senegal’s attractiveness and business environment for foreign direct investments.
The President also highlighted the urgency of strengthening the economy’s competitiveness and the national investment promotion framework, while considering an innovative and efficient financing system. To this end, he emphasized the need for the Government to engage all public administrations and parastatal sectors in a paradigm shift and accelerated pace in supporting and monitoring private projects or public-private partnerships.
Optimal Management of Public Policies
Recalling that the National Transformation Agenda is articulated through Sectoral Development Policy Letters (LPSD), the President stressed that these must be comprehensive and coherent within the framework of the national planning system.
He instructed all Ministers and Secretaries of State to take appropriate measures, under the Prime Minister’s supervision, to sign their respective validated LPSDs with the Minister in charge of Planning as soon as possible.
Monitoring the Transformation Plan for Higher Education, Research, and Innovation
Highlighting the pivotal role of higher education in modernizing and transforming the country, the President reiterated his commitment to mobilizing adequate resources to accelerate its transformation.
To this end, he tasked the Minister of Higher Education, Research, and Innovation with finalizing the Priority Action Plan (2026-2028) resulting from consultations on the National Transformation Agenda for the sector and instructed the Prime Minister to oversee the implementation of priority higher education projects.
Construction and Development of Public Infrastructure in Border Zones and Territories
The President noted the strategic importance of border zones and territories, calling for significant public investment in basic social infrastructure. In this regard, he directed the Prime Minister and the Ministers of Interior, Finance, and Infrastructure to take appropriate measures to secure the necessary budgetary resources for the progressive and rapid development of basic social infrastructure in Senegal’s border zones and territories.
He also emphasized the importance of reviving projects and actions under the Emergency Program for the Modernization of Border Axes and Territories (PUMA) in priority areas and invited the Prime Minister to chair an annual National Council to monitor the development of border zones and territories for better programming and coordination of state interventions.
Promotion of Social Protection and National Solidarity
The Head of State recalled the secular, democratic, and social character of the Republic and urged the Government to promote the values of the Republic, centered on the fundamental principle of “Government of the People, by the People, and for the People,” which forms the basis of national cohesion.
He highlighted the urgency of restructuring social protection and national solidarity mechanisms. To this end, he tasked the Prime Minister, the Minister of Family, Social Action, and Solidarity, and the Minister of Finance and Budget with relaunching the allocation of National Solidarity Grants (BSN) and social assistance grants for disaster relief, in line with the new doctrine of national solidarity, inclusion, equity, and transparency.
Agenda
The President announced that he will undertake a working visit to Rwanda starting October 17, 2025, at the invitation of His Excellency President Paul KAGAME, and to Kenya from October 19 to 21, 2025, at the invitation of his counterpart, His Excellency Mr. William RUTO.
ON THE COMMUNICATION OF THE PRIME MINISTER
The Prime Minister delivered a communication on the following points:
Revitalizing Investment for Structural Economic Transformation
The Prime Minister noted that the implementation of the National Transformation Agenda (ANT)-Senegal 2050 requires a coherent approach based on the triptych “Correct, Boost, Accelerate,” with the launch of the Economic Recovery Plan being a key milestone.
He announced that sixteen (16) major reforms have been developed, including five (5) laws already adopted by the National Assembly, eight (8) draft decrees, and three (3) orders in the process of finalization. These reforms reflect the Government’s determination to modernize the economic environment, strengthen transparency and regulation, and create an attractive framework for investment, innovation, and sustainable job creation while mobilizing resources for public action. The Prime Minister urged seizing opportunities for acceleration through massive short-term investments.
Regarding the Invest in Senegal Forum, he congratulated the President for the initiative and the presidential services, including APIX, for the successful organization of this flagship event. He emphasized that expected investments must align with transformation priorities and selected intervention areas to be optimal. These investments should strengthen Senegal’s economic hubs, promote openness to Africa, and enhance human capital by lifting citizens out of ignorance, health precariousness, unemployment, poverty, and insecurity.
The Prime Minister also addressed the sectoral approach of the National Transformation Agenda, which will promote value chains and significantly impact populations’ lives through sustainable structural transformation. In this context, the development of economic support infrastructure, particularly for ports, airports, and access to production, storage, preservation, and marketing facilities for agriculture, fisheries, and livestock products, is essential.
He further emphasized the need to strengthen the economic support framework with major projects to ensure affordable access to energy and water, necessary for proper territorial planning, sanitation, transport, and telecommunications.
The Prime Minister announced that a Special Investment Plan for priority structural projects over three years (2026-2028), backed by a financing scheme, is being finalized. He noted that implementing these projects will require a conducive environment and supportive measures. To this end, he requested all ministers to establish a dedicated facilitation mechanism for the national private sector and to sensitize their staff accordingly.
Tourism Development and Promotion of Creative Heritage
The Prime Minister informed that, in preparation for the upcoming General Estates of Tourism as instructed by the President, the Government is working to position tourism as a major driver of economic growth, job creation, territorial cohesion, and the promotion of Destination Senegal.
He highlighted the importance of the Integrated Tourism Zone (ZTI) of Pointe Sarène, which will create an excellent seaside destination combining modernity, sustainability, and attractivenessಸ
System: attractiveness.
To this end, he emphasized the need to promote Senegal’s intangible heritage, particularly its cultural and creative industries, such as crafts, as key pillars.
The Prime Minister urged public stakeholders to position creators and artisans as ambassadors of Senegal’s national identity by systematically integrating local crafts into public procurement, official events, and administrative spaces, reserving a significant share of public contracts for Senegalese products, and supporting cultural and artisanal entrepreneurs in accessing public markets and financing.
He concluded his communication by addressing the Dakar 2026 Youth Olympic Games, a historic opportunity for Senegal’s global visibility. He stated that the Government will mobilize all stakeholders to transform this event into a lever for visibility and national pride. A national “country marketing” strategy will be implemented under the coordination of the Prime Minister’s Office, in collaboration with the Ministries of Tourism, Culture, Commerce, and Sports, to showcase Senegal’s vitality, hospitality, cultural authenticity, and creativity.
MINISTERIAL COMMUNICATIONS
The Minister of State to the President, in charge of Monitoring and Evaluating the Senegal 2050 National Transformation Agenda, delivered a communication on the strategic management of the agenda.
The Minister of Finance and Budget presented the draft Initial Finance Law (LFI) for 2026.
LEGISLATIVE AND REGULATORY TEXTS
The Council reviewed and adopted:
- The draft Initial Finance Law for 2026;
- A decree establishing the organization and functioning of Search and Rescue Services (SAR) in peacetime;
- A decree setting the rates and amounts of fees and revenues for services provided by the Civil Aviation Authority;
- A decree setting the amounts of aeronautical fines and penalties;
- A decree amending Article 12 of Decree No. 2011-1055 of July 28, 2011, on the creation and functioning of the National Civil Aviation and Meteorology Agency (ANACIM);
- A decree amending Decree No. 2001-72 of January 26, 2001, on the conditions for importing used vehicles, cycles, and mopeds;
- A decree setting the amounts and procedures for applying and collecting flat-rate fines for traffic violations recorded by video surveillance;
- A decree setting forestry taxes and fees;
- A decree establishing a fiscal marking system for certain categories of goods.
