Press releases - 2026 April 28

The President of the Republic received this morning, in audience at the Presidential Palace, the Board of the Telecommunications and Postal Regulatory Authority (ARTP), led by its Chairman, Mr. Oumar Diène Sakho. In line with the Head of State’s commitment, the Board was constituted following a public call for applications, reflecting a strong commitment to rigor and transparency in the selection of its members.
The Head of State underscored to the regulators the significance of the mission entrusted to them. The telecommunications and postal sector is undergoing transformation at an unprecedented pace. 5G, artificial intelligence, the expansion of digital services, cybersecurity, and technological convergence are profoundly reshaping the economy, public action, and freedoms. In this evolving landscape, regulation is no longer a peripheral function; it has become an act of sovereignty.
Beyond the strict framework of the legal texts under which it was established, the Board is called upon to broaden its scope of action, anticipate disruptions, and ensure ethics and fairness in an environment increasingly shaped by competitive and geopolitical challenges. Its credibility and performance will determine the country’s ability to make digital technology a true driver of inclusion, growth, and social cohesion.
Senegal has chosen an ambitious and well-managed path toward digital transformation. The ARTP Board is now one of its leading architects.
