The Council of Ministers met on Wednesday, 21 January 2026, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC

The Head of State delivered a communication covering the following points:

Celebration of the 146th Anniversary of the Call of Seydina Limamou Lahi

The President of the Republic opened his communication by congratulating the General Khalife of the Layenes, Mouhamadou Lamine LAYE, and the entire Layene community for the smooth conduct and success of the 146th commemoration of the Call of Seydina Limamou Lahi, held on 19 and 20 January 2026.

Senegal’s Victory at AFCON 2025 and Tribute to the Lions

The President of the Republic highlighted Senegal’s crowning, on 18 January 2026, as African Football Champion for the second time, following the 35th edition of the Africa Cup of Nations (AFCON) 2025, held in Morocco. Through this sporting achievement, the Lions placed Senegal at the summit of continental football. He reiterated his congratulations to the national coach and the players for their commitment, fighting spirit, and patriotism.

After congratulating the President and members of the Senegalese Football Federation, as well as the administrative and technical staff, the President of the Republic also extended his congratulations to the Prime Minister and the entire Government, particularly the Minister of Youth and Sports, for the effective support and favorable preparation conditions provided to the national team.

The Head of State called for maintaining the momentum of performance, improving the conditions of supervision, preparation, and participation of national teams in international competitions, and assessing Senegal’s participation in AFCON 2025 as well as the national football championship. Finally, the President of the Republic requested the deployment of the Lions’ preparation plan for the 2026 FIFA World Cup.

Protection of Artists and Enhancement of the Status of Artists and Cultural Professionals

Considering the major role played by artists and cultural professionals in national life, the President of the Republic instructed that efforts be continued to improve social security coverage, professional protection, and working and practice conditions for artists. The Head of State committed the Government to ensuring strict compliance with copyright and related rights, the effective implementation of the private copying remuneration system, and the sustained improvement of the Status of Artists and Cultural Professionals.

Recalling that culture remains an essential dimension of the National Transformation Agenda, Senegal 2050, the Head of State instructed the Minister in charge of Culture and the Secretary of State in charge of Culture, Creative Industries, and Historical Heritage to:

- strengthen the quality of training at the National School of Arts and Crafts of Culture;

- modernize cultural infrastructure and consolidate the decentralization of cultural action for greater inclusion;

- ensure the implementation of a national cultural agenda.

The President of the Republic concluded this section by emphasizing the importance of holding the General Estates of Culture, Handicrafts, and Tourism during the first half of 2026.

Strengthening Prevention and the Fight against Road Insecurity

The President of the Republic stated that the modernization of traffic plans, the renewal of public transport vehicle fleets, and road safety must remain Government priorities. Regretting the increase in fatal road accidents, generally involving transport vehicles and heavy trucks, he called for the urgent implementation of additional preventive measures to improve road safety.

Accordingly, he prescribed strengthening driver training and technical inspections, and ensuring compliance with regulations effectively limiting the speed of urban and intercity transport vehicles. In this regard, he invited the Prime Minister to convene, in the near future, an evaluation meeting on the implementation of the recommendations of the General Estates of Transport.

Agenda of the President of the Republic

The Head of State informed the Council that he carried out a friendship and working visit to Kuwait on 12 and 13 January 2026, and took part, on 14 January 2026, in the Sustainability Summit in Abu Dhabi. He also recalled his participation, on 17 January 2026, in the inauguration ceremony of the President of the Republic of Guinea, His Excellency Mr. Mamadi DOUMBOUYA, before announcing that he will preside over the solemn opening of the Courts and Tribunals on 22 January 2026, and the opening ceremony of the high-level preparatory meeting of the United Nations Water Conference on 26 January 2026.

UNDER THE COMMUNICATION OF THE PRIME MINISTER

The Prime Minister focused his communication on the following points:

Victory of the Lions at AFCON

Following the victory of the Lions of Teranga, the Prime Minister extended his congratulations to the President of the Senegalese Football Federation, his collaborators, the coach and the entire staff of the national team, and paid special tribute to the Minister of Youth and Sports.

Drawing lessons from the competition, the Prime Minister highlighted the values of patriotism, social cohesion, method, rigor and consistency in work, as well as resilience and perseverance in the face of challenges.

Special Investment and Financing Plan 2026–2028

The Prime Minister presented the Special Investment and Financing Plan 2026–2028, aimed at sustainably transforming the national productive fabric.

Within this framework, the expected and mobilized financing must be rigorously directed toward relevant priorities, both in terms of the transformation objective pursued and the selected areas of intervention. This investment must strengthen the economic engines as well as human capital, and promote broader inclusion in growth dynamics through job creation, improved living conditions, and strengthened social cohesion and security.

According to the Prime Minister, the success of structural transformation will henceforth depend on the ability to unify the efforts of all stakeholders public, private, territorial, and technical and financial partners around a single financing logic, particularly around productive value chains.

This Plan is based on three guiding principles:

the imperative of a coherent, selective, and strategic approach to projects to be financed;

massive mobilization of the private sector as the driving force of transformation to strengthen productive anchoring;

a public commitment to accountability.

The Prime Minister emphasized that by 2028, target projects will have reached differentiated stages of maturity, with some becoming fully operational, such as the Tambacounda Dry Port, the Great Water Transfer Project, the Southern and Central Agropoles, the Senegal Gas Network, as well as the ports of Ndayane and Sendou.

The Prime Minister also indicated that other structuring investments will be launched or continue their implementation, such as the Energy Program and digital connectivity, and the revival of key national companies such as SONACOS, AIR SENEGAL/AIBD, and SN LA POSTE. These investments will be complemented by social infrastructure.

For the Prime Minister, this orientation marks a profound refoundation of public investment governance, aimed at shielding catalytic projects essential to development and economic transformation from risks inherent in external financing, such as procedural delays and suspensions or cancellations linked to exogenous shocks.

UNDER THE COMMUNICATIONS OF THE MINISTERS

The Minister of Water and Sanitation delivered a communication on the high-level preparatory meeting of the 2026 United Nations Water Conference.

The Minister of Industry and Trade presented a communication on the market situation and the marketing of agricultural and food products.

Ministry of the Interior and Public Security

Mrs. Fatou Moctar FALL, Civil Administrator, payroll number 681 543/E, formerly Technical Adviser at the Ministry of the Interior and Public Security, is appointed Director of Partnerships and Non-Governmental Organizations (DPONG) at the Directorate General of Territorial Administration, Ministry of the Interior and Public Security, replacing Mr. Amadou Bèye NDIAYE, called to other duties.

Ministry of Economy, Planning and Cooperation

Mr. Papa Baïdy SY, Project Evaluation Specialist, payroll number 513 621/B, is appointed Director of Monitoring and Evaluation of Project and Program Performance at the Directorate General of Cooperation, External Financing, Private Sector Development and Partnerships, Ministry of Economy, Planning and Cooperation, replacing Mr. Amadou BAO, called to other duties.

Mr. Amadou BAO, PhD in Economics, formerly Director of Monitoring and Evaluation of Project and Program Performance, is appointed Director of Economic and Financial Cooperation at the same Directorate General, replacing Mr. Mamour Ousmane BA, retired.

Ministry of Higher Education, Research and Innovation

Mr. Ngouye FAYE, Secondary Education Professor, payroll number 714 481/M, is appointed Technical Inspector at the Ministry of Higher Education, Research and Innovation, vacant position.

Mr. Coumba Ndoffène DIOUF, Planner, payroll number 609 611/I, is appointed Technical Inspector at the same Ministry, vacant position.

Ministry of Infrastructure

Mr. Ansou Souba BADJI, Commissioner for Economic Investigations, payroll number 653 038/A, is appointed Secretary General of the Agency for the Construction of Public Buildings, replacing Mr. Moustapha Kamal THIAM, retired.

Mr. Cheikh Oumar NDIAYE, Civil Administrator, payroll number 602 642/D, is appointed Secretary General of the National Reference Laboratory in the field of Building and Public Works, replacing Mr. Guéladio Abdoul SOW.

Ministry of Culture, Handicrafts and Tourism

Mr. Oumar BA, Urban Planner, is appointed Director of Investments and Tourism Development (DIAT) at the Ministry of Culture, Handicrafts and Tourism, vacant position.
