On Wednesday, March 12, 2025, the President of the Republic, His Excellency Mr. Bassirou Diomaye Diakhar FAYE, chaired the weekly meeting of the Council of Ministers at the Palace of the Republic.
At the beginning of his communication, the President of the Republic expressed his deepest condolences to the Minister of Finance and Budget, following the passing of Mr. Abdou DIOUF, Director General of the Budget, appointed on January 22, 2025, in the Council of Ministers. Abdou DIOUF was a brilliant Treasury Inspector whose competence, professionalism, and sense of the state are unanimously praised. May Allah welcome him into his eternal Paradise.
The Head of State revisited the lessons and recommendations of the national women's week. He warmly congratulated the Minister of Family and Solidarity for the excellent organization and success of the event, which was concluded by the mobilization of representatives of all women of Senegal in Dakar at the Grand National Theater on March 8, 2025.
He asked the Minister of Family and Solidarity to evaluate the demands of women from each region and to propose a consolidated national action plan to improve the condition of women. The culture of excellence and performance is a guiding principle in the implementation of the National Transformation Agenda. This is why the President of the Republic decided to create, by decree, a distinction called the "Gaïndé Performance Medal" intended to reward Senegalese citizens who have accomplished major achievements and successes that have decisively contributed to the progress and influence of Senegal.
This medal recognizes achievements in the fields of academics, health, security, defense, technology, arts, culture, sports, agriculture, economy, diplomacy, environment, innovation, administrative resilience, and impactful civic initiatives, among others. It is awarded to any person of Senegalese nationality meeting the stated conditions and, exceptionally, to any person who has played a major role in achieving performance.
Transparency in the governance of natural resources remains a priority requirement of the State. In this regard, the Head of State reiterated his commitment to the proper functioning of the National Committee of the Extractive Industries Transparency Initiative (EITI Senegal) and the continuous strengthening of its intervention means in the execution of its missions. He asked the Minister of Finance and Budget, the Minister of Energy, Petroleum and Mines, and the Minister of Environment and Ecological Transition to take all necessary measures, in connection with EITI Senegal, to meet the new requirements of the EITI 2023 standard in anticipation of Senegal's next validation, scheduled to start in July 2025.
He also indicated to the Government the need to enhance transparency in the disclosure of economic and financial data related to the exploitation of mineral, oil, and gas resources, and to improve the mobilization of revenues from the exploitation of mining and oil heritage. In this regard, he recalled the imperative to update the revenue collection system by the State within the framework of the exploitation of mineral and oil resources and insisted on the need to ensure the regular publication of the register of beneficial owners, as well as audits of mining and oil contracts, taxes, and final costs of companies.
The President of the Republic emphasized the importance of ensuring optimal management of the environmental and social impacts of mining and oil exploitation on the well-being of the population. In this regard, he asked the Minister of Finance and Budget, the Minister of Energy, Petroleum and Mines, and the Minister of Environment and Ecological Transition, in relation with the Minister in charge of Local Authorities, to assess the situation of the support and equalization funds for local authorities, as well as the mining site rehabilitation fund, since their creation. He tasked the involved Ministers to hold sectoral reviews with the EITI National Committee to better prepare the validation process of Senegal and to inform citizens and all stakeholders about the governance of the extractive sector.
Furthermore, he invited the Minister of Finance and Budget to make a monthly communication to the Council of Ministers on the status of the Intergenerational Fund and the Stabilization Fund provided by the law on the distribution and management of revenues from hydrocarbon exploitation. The "Senegal 2050" Vision places paramount importance on accelerating the country's industrialization through the restructuring and development of several priority sectors such as petrochemicals, phosphates, horticulture, and tourism. The goal is to build an attractive and robust economy focused on the endogenous valorization of our potential and natural resources and strongly creating decent jobs.
The Head of State has asked the Ministers in charge of Economy and Industry, in conjunction with APIX, to evaluate the special economic zones and agropoles created in terms of installed businesses, investments and technological innovations made, facilities (administrative, fiscal, land-related...) provided by the State, jobs created, and contribution to the promotion of exports and the dynamism of territorial hubs.
With the sustained rise in the policy of industrialization, the President of the Republic finally indicated to the Prime Minister the need to ensure the coherence of interventions and the pooling of resources of the Agency in charge of the Promotion of Investments and Major Projects (APIX), the Senegalese Agency for Export Promotion (ASEPEX), the Senegalese Agency for Promotion of Industrial Sites (APROSI), the Senegalese Agency for Industrial Property and Technological Innovation (ASPIT), and the National Development Program of Agropoles. In his communication, the Prime Minister informed the Council about the progress of land audit work related to subdivisions in the regions of Dakar, Thiès, and Saint-Louis. He reminded of the requirement attached to these audits in light of the notorious abuses noted and denounced for several years.
In this regard, on the directives of the President of the Republic, simultaneous works of analysis on the legality and conformity of occupations at the level of the maritime public domain (DPM) and various subdivisions were undertaken. The Prime Minister indicated that the recommendations of the report on occupations of the maritime public domain are being implemented. Regarding the subdivisions of the regions of Dakar, Thiès, and Saint-Louis, subject to audit work, the technical committee set up for this purpose has finalized the majority of the audit reports. The recommended measures in these reports focus on:
the cancellation of all or part of the allocations of certain subdivisions, detailed urban planning schemes (PUD), and subdivisions due to non-compliance with procedures set by the regulations in this area;
the suspension of the instruction of lease applications on a site pending the development of a concerted development plan;
the maintenance and lifting of the suspension of works, subject to corrective measures, of all or part of certain subdivisions after an individual control process, especially multiple allocations to the same person by the General Directorate for Monitoring and Control of Land Occupation (DGSCOS).
The Prime Minister asked the concerned Ministers to take appropriate measures to finalize individual control work as soon as possible. Furthermore, following the directives of the Head of State, the Prime Minister insisted, in the wake of the lessons learned from the public finance audit for the years 2019-March 2024, on the obligation to guarantee the reliability and transparency of the management accounts of entities in the public sector. In this context, he urged the ministers to ensure the full exercise of due diligence related to the supervision of these entities entrusted to them, particularly in anticipation of the approval sessions of the 2024 accounts by the deliberative bodies. This includes the development of the pre-council meeting calendar and the compliance of texts governing these entities with the provisions of the orientation law related to the public sector, monitoring the state's portfolio, and controlling private legal persons benefiting from state control.
