The Council of Ministers was held on Wednesday, October 29, 2025, under the presidency of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State delivered a communication on the following points:

Tribute of the Nation to Professor Amadou Mahtar MBOW

The President of the Republic began his communication by paying tribute to the memory of the late Amadou Mahtar MBOW, former Minister and former Director-General of UNESCO, who served Senegal, Africa, and the world. As a reference figure whose work and teachings must be disseminated, the Nation paid him a vibrant homage.

To this end, the President of the Republic congratulates the Government, particularly the Ministers in charge of National Education, Higher Education, Research and Innovation, Technical and Vocational Training, and Culture, for the successful organization of the tribute ceremony, in perfect communion with the deceased's family and the foundation on endogenous knowledge that bears his name.

Systemic Transformation of the Agricultural, Pastoral, and Fisheries Sectors

Regarding the holding of the first meeting of the National Orientation Council for Agrosylvopastoral and Fisheries, the President of the Republic congratulates the Government and all stakeholders for their collective mobilization in the framework of consultations and the finalization, twenty (20) years later, through an integrated and forward-looking approach, of consensual recommendations and proposals on a new consolidated agrosylvopastoral and fisheries law. He instructs the Prime Minister to take all necessary measures for the forthcoming adoption, in the Council of Ministers, of this transformative text and its implementing decrees.

The President of the Republic also calls for strengthened intersectoral coordination and the renewal of professional organizations for farmers, herders, fishermen, and forest operators. He further emphasizes the importance of professionalizing trades, strengthening the skills of involved youth, ensuring the expansion of social protection for primary sector actors, and accelerating the indicated land reforms to secure sustained financing for the agrosylvopastoral system. In this regard, he instructs the Minister of Finance and Budget, in coordination with the relevant ministers, to submit pragmatic proposals to him on the establishment of an Agrosylvopastoral, Forestry, and Fisheries Research and Development Fund.

Furthermore, he advocates, for the primary sector, the reform of the agricultural credit model, mastery of statistics, strengthened support for active women, acceleration of the generalization of digitalization, and facilitation of administrative formalities. He finally recalls the imperative for the Government to define an integrated strategy for the transformation and valorization of local products and a consensual and effective doctrine for promoting "Consume Local."

Strategic Mastery of Public Procurement

Considering that the execution of public procurement with efficiency, effectiveness, and transparency represents a major opportunity to accelerate economic recovery and relaunch, the President of the Republic instructs the Prime Minister, the members of the Government, and the Minister, Secretary-General of the Presidency of the Republic, to take all appropriate measures to ensure the execution, in all public and parapublic structures, of Market Award Plans, in accordance with the mandatory procedures indicated by the Public Procurement Code.

Welcoming the launch of the dematerialization process for tender files by the Public Procurement Regulatory Authority (ARCOP), he calls on contracting authorities to facilitate the implementation of this strategy to optimize the market execution schedule and, for each minister, to hold, before the end of 2025, a Conference on the execution of 2025 markets and the planning of those scheduled for 2026.

Strengthening the Economic Empowerment of Women

The Head of State expresses his commitment to the permanent strengthening of women's economic empowerment. Despite being one of the most vulnerable groups, women contribute significantly to development and social stability. He congratulates, to this end, the Minister of Family, Social Action, and Solidarities for the rapid and effective deployment of the social safety nets program granted to vulnerable groups, particularly women, in several localities across the country. Accordingly, he instructs the Government to intensify the provision of financing to support their income-generating activities and groups and to submit to him, before the end of 2025, a draft orientation law on the economic empowerment of women.

Agenda of the President of the Republic

The Head of State informs the Council that he will preside, on Friday, October 31, 2025, over the unveiling ceremony of the mascot for the Youth Olympic Games (YOG) Dakar 2026 and the award ceremony for the 5th Galien Africa Prize. In addition, he will visit, on Sunday, November 02, 2025, the sites related to YOG Dakar 2026 with the ministers and heads of concerned public and private structures.

UNDER THE PRIME MINISTER'S COMMUNICATION

The Prime Minister presented a communication on the following points:

Follow-up on Presidential Conventions and Agreements

The Prime Minister congratulated the President of the Republic for the strategic scope and quality of the recent visits to Rwanda and Kenya, which reflect the maturity of our diplomacy and the place that Senegal now occupies in the African and international space. On this occasion, agreements were signed on strengthening African value chains, promoting skills mobility, and consolidating exchanges between sovereign and equal states. The Prime Minister recalled that each concerned ministry is expected to operationally take charge of implementing the commitments arising from these agreements. The Prime Minister's Office will, in this regard, monitor the execution of the actions undertaken, based on regular reports allowing for the evaluation of progress, identification of constraints, and ensuring overall coherence. These agreements must translate into concrete projects with visible impacts for the populations.

The Prime Minister informed the Council of the friendship and working visit that his counterpart from the Islamic Republic of Mauritania will make to Dakar from November 16 to 18, 2025. Similarly, a technical delegation from the brother country of Sierra Leone, led by the Minister of Energy, will be received starting November 20, 2025, for the finalization of negotiations on cooperation in the mining and energy sectors.

Consolidation of Senegal's Credibility

The Prime Minister welcomed Senegal's representation at the annual assemblies of the International Monetary Fund (IMF) and the World Bank, held in Washington, as well as the quality of participation and the relevance of the Senegalese delegation's contributions. This reaffirmed Senegal's credibility on the international economic scene and consolidated partners' confidence in the rigor of Senegal's public governance. The exchanges paved the way for a new cooperation framework with the IMF and the World Bank, based on transparency, sustainability, and shared responsibility.

The Prime Minister recalled his commitment to the requirement of budgetary discipline, transparency, and accountability that must remain at the heart of the Government's collective action and that constitutes the condition for macroeconomic stability, strengthening partners' confidence, and preserving our financial and political sovereignty.

Promotion of the National Private Sector

The Prime Minister indicated the President of the Republic's desire to make the national private sector a central lever for Senegal's economic and social development, expressed in his first message to the Nation on April 3, 2024, and reiterated during the Council of Ministers on September 3, 2025, with notably the upcoming launch of the "SUNU CHAMPIONS" initiative. The Prime Minister emphasized that, in implementing the National Transformation Agenda Senegal 2050 and the Economic and Social Recovery Plan (PRES), the private sector was fully involved at all stages of the process. He saluted the availability and commitment of the national private sector to address challenges related to wealth and job creation, youth vocational training, and contributing to establishing a climate of peace and stability in the country. The private sector is ready to be the State's main ally for investments in priority sectors and the promotion of territorial industrial hubs and priority sectors and value chains, which are determining axes of government policy.

For the Prime Minister, it is necessary to build a strong alliance between the State and the national private sector, with the aim of emerging true economic champions capable of contributing to Senegal's transformation, for the benefit of businesses and households. To this end, the national private sector must further structure itself, at a time when the State has already initiated reforms to create an adequate legal and institutional environment for investment. In doing so, the National Pact for Social Stability constitutes a valuable instrument for preserving social peace, backed by incentive support measures and facilitation for access to land and public procurement, with national preference clauses.

The Prime Minister concluded his communication by asking ministers and secretaries of state to focus on promoting a new mindset in the administration, consisting of emphasizing support for investors, particularly the national private sector, ensuring public transparency, and widely using digitalization in critical decision-making processes in the administration.

UNDER OTHER COMMUNICATIONS

  • The Minister of Youth and Sports delivered a communication on the preparation camps for athletes in view of the Youth Olympic Games-Dakar 2026 and the project to establish a High-Performance Sports Center;
  • The Director-General of ARCOP gave a presentation on public procurement procedures.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted:

  • the draft decree on the modalities for applying law no. 2025-12 of September 03, 2025, creating the National Office for the Fight against Corruption (OFNAC);
  • the draft decree implementing law no. 2025-13 of September 03, 2025, on asset declaration;
  • the draft decree implementing law no. 2025-14 of September 04, 2025, on the status and protection of whistleblowers;
  • the draft decree setting the rules for the organization and functioning of the National Commission for Access to Information (CONAI).

UNDER INDIVIDUAL MEASURES

The President of the Republic made the following decision:

Mr. Demba TRAORE, Magistrate in service at the Supreme Court, payroll number 601 590/K, is appointed Director-General of Land Use Surveillance and Control, replacing Colonel Amadou Ousmane BA.
