
The Council of Ministers was held on Wednesday, November 05, 2025, under the presidency of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
ON THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC
The Head of State delivered a communication addressing the following points:
Preparation for the Dakar 2026 Youth Olympic Games
The President began his communication with the preparations for the Youth Olympic Games (YOG), Dakar 2026, to be held in Senegal from October 31 to November 13, 2026. He announced that on October 31, 2025, he presided over the official presentation ceremony of the mascot “AYO” and, on November 02, 2025, conducted an inspection visit to assess the progress of construction sites for accommodation and sports facilities intended for athletes and other participants. In this regard, he instructed the Government, the YOG Organizing Committee, relevant public entities, and private companies to take preventive measures and appropriate actions to ensure the completion of all infrastructure within the deadlines, meeting the highest standards of quality, safety, and sustainability.
Highlighting that the Dakar 2026 YOG represents a unique showcase for Senegal, the President urged the Government to strengthen the systematic implementation of security arrangements for the events and to improve transportation systems for accommodation and competition venues. He further emphasized the importance of promoting Senegal’s cultural and artisanal heritage, as well as its tourism potential, while mobilizing all the nation’s vital forces to ensure the success of this sporting event, which will place Senegal at the heart of international sports, cultural, and tourism news.
Strengthening and Developing the Social and Solidarity Economy
Reiterating that combating poverty, vulnerabilities, inequalities, and social exclusion, as well as fostering voluntary community engagement, remain Government priorities, the Head of State called for strengthening the social and solidarity economy and community development. This aims to further mobilize the expertise, technical, organizational, and financial capacities of local actors and their collectives. To this end, he instructed Government members to accelerate the implementation of sectoral programs and projects to promote the cooperative approach nationwide, evaluate the application of incentive mechanisms under the framework law on the social and solidarity economy, and develop and implement the National Strategy for Promoting Corporate Social Responsibility (CSR) to enhance its impact on social progress and population well-being. In this context, the President urged the Government to make 2026 a year dedicated to promoting employment and the social and solidarity economy.
Rice Self-Sufficiency and Improvement of Processing and Marketing Systems for National Rice Production
The Head of State reminded the Government of the urgency to intensify significant financial efforts to expand hydro-agricultural developments, improve agricultural yields, and support rice farmers through effective provision of inputs, agricultural equipment, and energy cost management. He instructed the Ministers of Industry and Commerce and Agriculture, Food Sovereignty, and Livestock to urgently engage in consultations with sector professionals to identify ways and means for adequate processing and rapid marketing of local rice through controlled distribution channels. Emphasizing the need for optimal price regulation of local rice, supported by enhanced labeling of the sector and sustained strengthening of the national rice self-sufficiency program to accelerate food sovereignty, the President urged the Government, based on economic patriotism, to develop a strategy to promote and encourage the consumption of local rice.
Agenda of the President of the Republic
The Head of State informed the Council that on Monday, November 03, 2025, he presided over the opening ceremony of the nineteenth (19th) General Assembly of the Agence Universitaire de la Francophonie (AUF) and the fifth (5th) edition of Scientific Francophonie. He also presided over the opening ceremony of the eighth (8th) edition of the Senegal International Mining Exhibition “SIM SENEGAL 2025” on Tuesday, November 04, 2025. Additionally, he announced that he will preside over the Armed Forces Day on Monday, November 10, 2025, under the theme “The Armed Forces, Partners of the Dakar 2026 YOG.”
ON THE COMMUNICATION OF THE PRIME MINISTER
The Prime Minister began by outlining the Government’s transformative approach to implementing major public policies to better meet the population’s expectations in critical areas of their daily lives. He highlighted progress in drinking water supply, notably the completion of studies for water highways and the launch of works planned for 2026 to supply water to urban centers in the Dakar-Mbour-Thiès triangle, Touba, and twenty-eight (28) localities along the route, particularly benefiting communities near Lake Guiers.
In the education sector, he elaborated on points such as the management of exams and competitions, teachers’ careers, addressing the teacher shortage, capacity building for personnel, and sector governance with innovations aligned with the Senegal 2050 National Transformation Agenda. He highlighted the digitalization of the CFEE and BFEM exam processes, the promotion of literacy and national languages, strengthened social dialogue leading to improved administrative and financial conditions for teachers, and a stabilized social climate. He also noted the validation of a five-year recruitment plan to address the teacher shortage and a special recruitment plan.
The Prime Minister also addressed innovations in the sector, such as introducing English in preschool and elementary education, the opening of the Nation-Army Quality and Equity High Schools (Lynaqe) in Sédhiou and Kaffrine, the New Initiative for Humanist Education Transformation (NITHÉ), the Emergency Program for the Elimination of Persistent Temporary Shelters (PURAPP), and the National Strategy for School Infrastructure and Equipment (SNIES 2030).
In the security domain, he noted that the territorial administration and Defense and Security Forces, within their respective mandates, conducted commendable actions and achieved significant results, particularly during large-scale operations from July to October 2025, addressing public safety, civil security, cross-border security, drug trafficking, cattle theft, illegal gold mining, fraudulent logging, transportation, and storage, urban congestion, illegal occupations, begging, floating neighborhoods, and irregular migration. Quantifiable results include the number of individuals checked, procedures initiated, arrests made, prevented boat departures, dismantled networks, irregular stays of foreigners, begging, decongestion operations, and road safety. The Prime Minister concluded his communication by commending the Ministers of Water and Sanitation, Education, and Interior and Public Security for their efforts and results, before announcing that he will take a few days of leave starting Thursday, November 06, 2025.
