The President of the Republic, His Excellency Mr. Bassirou Diomaye Diakhar FAYE, chaired the weekly Council of Ministers meeting on Wednesday, June 4, 2025, at the Palace of the Republic.

At the outset of his address, the President thanked all participants in the National Dialogue on the political system. He commended the constructive patriotic spirit and sense of responsibility that guided all stakeholders and the nation’s vital forces during this meeting. This will enable the establishment, with respect for each citizen’s convictions, of a lasting consensus on areas for improvement and the political and institutional reforms necessary to strengthen Senegal’s democratic influence. He reiterated his and the Government’s determination to spare no effort in deepening and modernizing our democracy through the concerted implementation of consensual recommendations from the National Dialogue on the political system.

The President addressed the strengthening of tripartite social dialogue (Government, Unions, Employers) and the implementation of the National Pact for Social Stability for inclusive and sustainable growth. He reminded the Government of the fundamental role of the High Council for Social Dialogue in facilitating, promoting, and monitoring the implementation of tripartite commitments outlined in the pact signed on May 1, 2025. In this regard, he instructed the Prime Minister, the Minister in charge of Labor, and the Minister in charge of Finance to enhance the operational resources of the High Council for Social Dialogue to better support compliance with social dialogue mechanisms across all sectors.

The President emphasized to the Government the importance of consolidating a culture of conflict prevention by systematically establishing sectoral and territorial social dialogue committees tailored to each ministry’s specifics, as well as updating and signing collective agreements in various activity sectors.

In this spirit of consultation and broadening collective negotiation, he urged the Government to remain attentive to economic and social actors, support the application of workers’ rights in compliance with laws, regulations, and international conventions, and strengthen State-private sector dialogue to ensure sustained improvement in the business environment and the revival of the national economy. To this end, he reminded the Prime Minister of the need to finalize and adopt the draft law on economic sovereignty, a symbol of our commitment to transforming economic activity and supporting the competitiveness of local businesses. The President also addressed the issue of safeguard measures for the optimal marketing of local horticultural production and the sustainable preservation of horticultural sectors.

Faced with this year’s exceptional horticultural production, which faces conservation and marketing challenges threatening the survival of several sectors, he instructed the Government, under the Prime Minister’s leadership, to take all necessary measures and actions to ensure, in the shortest possible time, in partnership with national private actors, the development and installation of storage and preservation units for horticultural products in various localities across the country.

He also urged the Prime Minister, the Minister of Economy, Planning and Cooperation, the Minister of Industry and Commerce, the Minister of Agriculture, Food Sovereignty and Livestock, the Minister of Microfinance, Social and Solidarity Economy, and the Secretary of State for Cooperatives and Farmer Support to implement a strategy for marketing national agricultural and horticultural production in line with the progress of the production campaign.

He emphasized the need to better organize agricultural product markets, which must modernize and eventually rely on the establishment of a national agricultural products exchange, involving all segments (financing, production, pricing, processing, marketing, etc.). On the eve of the Tabaski holiday, the President extended his best wishes to the Islamic Ummah, particularly the Muslim community of Senegal, and prayed for a Senegal of peace, prosperity, and solidarity.

He commended the Government for the various measures implemented since April 2025 to ensure proper supply of sheep and everyday consumer goods at accessible prices. He instructed the Government to take all necessary measures to ensure the smooth conduct of the celebrations and the movement of populations under optimal conditions, ensuring smooth and safe road traffic. The 137th edition of the Popenguine Marian Pilgrimage will take place on June 7, 8, and 9, 2025, during Pentecost.

The President extended his warm congratulations to the Christian community and instructed the Government to ensure the satisfactory deployment of all appropriate security and logistical measures to support pilgrims and ensure the smooth conduct of religious events at the designated sites. This Council of Ministers marks the 50th since His Excellency Bassirou Diomaye Diakhar FAYE’s accession to the presidency.

On this occasion, the President congratulated the Prime Minister, Mr. Ousmane SONKO, for the remarkable and exceptional work in designing, implementing, correcting, and monitoring government action across all sectors. He extended his congratulations and encouragement to the Government for its commitment and consistently high-quality work. He instructed the Prime Minister to take all appropriate measures to accelerate the implementation of the “Senegal 2050 Vision” framework.

Furthermore, he emphasized the need for monthly monitoring of programs and projects under the National Transformation Agenda through the establishment of ministerial “delivery units.” Finally, the President asked the Prime Minister to consider holding a seminar to evaluate government action and accelerate the deployment of the National Transformation Agenda. Regarding his diplomatic agenda, the President reflected on the state visit he made to Guinea-Bissau on May 26 and 27, 2025, at the invitation of President Umaro Sissoco EMBALO.

He thanked his counterpart and brother, as well as the Bissau-Guinean people, for the exceptional welcome extended to him. He expressed his deep gratitude to President EMBALO, who awarded him the Amílcar Cabral Medal, the country’s highest distinction. He also reaffirmed his commitment to the historical ties of friendship and brotherhood uniting the two peoples.

The Prime Minister’s address focused on the management of land disputes, the governance of the social protection system, and the prevention of risks related to the rainy season.

Regarding land dispute management, the Prime Minister noted that numerous complaints and requests for arbitration are received daily at the Prime Minister’s Office by citizens determined to assert their rights. For instance, the General Directorate for Land Use Monitoring and Control (DGSCOS) received thousands of complaints related to land disputes between 2024 and 2025, most of which remain unresolved.

The Prime Minister deplored the land grabbing in urban and rural areas, which causes serious disruptions to public order, harm to social cohesion, and economic development. He urged the relevant authorities to provide an adequate and prompt response to this critical issue. In this regard, he announced the stabilization of the Terms of Reference for a comprehensive and inclusive land reform.

The Prime Minister stressed that citizens will be at the heart of these reforms. Thus, land recovered following land audits in urban development projects, such as the Detailed Urban Plan (PUD) in Dakar, and the subdivisions of Daga Kholpa and Mbour 4, will be judiciously utilized, particularly for the development of social housing. Similarly, owners who have proven the legitimacy of their allocations are being restored to their rights.

The Prime Minister then provided a diagnosis of Senegal’s social security system, which faces several challenges, particularly in governance, coverage, and quality of services. The current coverage of social security institutions excludes several categories, notably self-employed workers and those in the informal economy. Initiatives to expand this coverage still have shortcomings.

Moreover, the pension system is characterized by low pensions and poor service quality. The Prime Minister noted that governance is marked by a multiplicity of bodies, each managing a specific branch. This fragmented institutional architecture hinders the implementation of a coherent and unified social policy. To address this, the Prime Minister instructed the Minister in charge of Labor to consider merging the Senegal Retirement Pension Institution (IPRES) and the Social Security Fund (CSS) into a single major institution and, in collaboration with the Minister Secretary General of the Government, to ensure the swift adoption of the new Social Security Code.

The Prime Minister emphasized the importance of preventing serious risks related to the rainy season, including floods, flash floods, drownings, waterborne diseases, electrical accidents (particularly those caused by lightning), road insecurity, and locust threats. Several measures for preventive and effective management of these phenomena have already been taken during previous interministerial councils. However, these precautions do not fully protect against these risks and their consequences, especially in the context of climate change. The Prime Minister urged the relevant ministers to take necessary measures to prevent these risks and, if they occur, to mitigate their negative impacts and provide effective solutions.

Finally, the National Agency for Civil Aviation and Meteorology (ANACIM) was invited to provide timely weather information to the public, particularly farmers, herders, road users, fishermen, and other seafarers, enabling them to observe minimum safety requirements.

The Minister in charge of monitoring the National Transformation Agenda presented on the strategic management of the National Transformation Agenda.

The Minister of Water and Sanitation presented on the flood prevention and management system ahead of the 2025 rainy season.
