The Head of State, His Excellency Mr. Bassirou Diomaye Diakhar FAYE, chaired the weekly Council of Ministers meeting on Wednesday, June 25, 2025, at the Palace of the Republic.

At the outset of his address, the President of the Republic reminded the Government of the urgent need to take all appropriate measures and arrangements to ensure the proper organization of examinations and competitions across the national territory, particularly the General Baccalaureate and the Brevet de Fin d’Études Moyennes (BFEM).

He extended his encouragement to all candidates and urged all stakeholders in the educational community—teachers, students, parents, administrative and technical staff—to work tirelessly for the excellence, stability, and prominence of the national education system. He announced that he would preside over the award ceremony for the General Competition laureates on July 31, 2025. The Head of State emphasized the fundamental role of higher education in the National Transformation Agenda. The development of higher education, research, and innovation remains the cornerstone of enhancing national human capital and achieving systemic, sustainable transformation in Senegal.

Consequently, he reminded the Government of the urgency to take appropriate preventive measures, in collaboration with all stakeholders, to ensure academic continuity and social stability in public universities and higher education institutions. To this end, he stressed the importance of effectively managing:

  • The academic calendar in line with the requirements of the LMD (Bachelor-Master-Doctorate) system;
  • The functional development of the university map, with proactive management and timely completion of university infrastructure in the regions;
  • The orientation of future baccalaureate holders;
  • The resources and expenditures of universities, higher education institutions, and University Social Services Centers;
  • The recruitment quotas for teachers and administrative, technical, and service staff in coordination with university rectors.

The President directed the Minister of Higher Education, Research, and Innovation and the Minister of Finance and Budget to ensure the systematic strengthening of financial governance in public universities and University Social Services Centers. Additionally, he instructed the Minister of Higher Education, Research, and Innovation to initiate specific consultations with private higher education stakeholders to build a sustainable, integrated, high-performing, and more professionalized education and research model aligned with the National Transformation Agenda.

The recommendations arising from the work under the National Transformation Agenda for Higher Education, Research, and Innovation (ANTESRI) will receive particular attention. The vision of a sovereign, just, and prosperous Senegal prioritizes the care and support of people with disabilities.

The Head of State reminded the Government of the need for an inclusive evaluation of Social Orientation Law No. 2010-15 of July 6, 2010, on the promotion and protection of the rights of persons with disabilities, as well as the implementation of provisions related to the equality opportunity card. He also highlighted the need for greater inclusion of people with disabilities in institutional, administrative, economic, social, and cultural spheres at the national level.

To this end, he urged the Government to give special consideration to the requests of people with disabilities, particularly regarding recruitment procedures in the public sector and access to training and funding managed by various public entities. Furthermore, the President asked the Government, particularly the Ministers in charge of Urban Planning and Land Transport, to improve the accessibility of public buildings and transportation for people with disabilities. Finally, to strengthen social inclusion and national solidarity, he invited the Minister of Family and Solidarity to organize national consultations before the end of 2025 to enhance the protection and well-being of people with disabilities.

The Head of State addressed the issue of managing the State’s built heritage. The inventory, maintenance, and exemplary management of administrative buildings and public edifices remain pillars of transparent public governance. He requested the Prime Minister to propose, based on the complementary missions of the State Built Heritage Management and Operation Company (SOGEPA) and the Public Buildings and Edifices Construction Agency (ACBEP), a policy for the occupation, rehabilitation, and construction of public buildings and edifices.

Additionally, he asked the Prime Minister to conduct a comprehensive inventory of administrative buildings and land allocated to each ministry, identify office space needs, report on incomplete construction projects, and minimize public service leasing agreements. Regarding his diplomatic agenda, the President informed the Council that he would participate in the 4th International Conference on Financing for Development in Seville, Spain, from June 30 to July 2, 2025. He will also attend the 50th anniversary of Cape Verde’s independence on July 5, 2025.

MINISTERIAL COMMUNICATIONS:

  • The Minister of Urban Planning, Local Authorities, and Territorial Development presented a report on the development of the Mbour 4 zones and the New City of Thiès.

  • The draft law authorizing the President of the Republic to ratify the Military and Technical Cooperation Agreement between the Government of the Republic of Senegal and the Government of the Republic of Congo, signed on November 8, 2018, in Dakar.
