
The Council of Ministers met exceptionally on Friday, December 26, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC
The Head of State delivered a communication on the following points:
Celebration of Christmas
At the outset of his address, the President of the Republic extended his congratulations and best wishes to the Christian Community on the occasion of the celebration of Christmas. Together with the entire Nation, he offered prayers for a Senegal marked by peace and prosperity in solidarity.
Territorial Development of the Natural Region of Casamance
The Head of State recalled the economic tour he carried out from December 20 to 25, 2025, in the regions of Ziguinchor and Sédhiou. He expressed his gratitude to the populations, the decentralized administrative authorities, all the Defense and Security Forces, elected officials, and territorial stakeholders for their remarkable mobilization and the smooth conduct of this economic visit.
Beyond meetings with the populations, this visit enabled him to assess the state of implementation of projects and the deployment of various State actions, as well as to accelerate, together with local elected officials, the process of establishing the Casamance Territorial Pole. Emphasizing the paramount importance of the optimal enhancement of the potential of the Natural Region of Casamance in national development, the President of the Republic, after welcoming the progress noted in the implementation of the Diomaye Plan for Casamance, called for permanent monitoring of the project implementation schedule.
He finally reaffirmed his commitment to consolidating the dynamics of peace, strengthening connectivity, and accelerating the revival of economic and social development, particularly in the agricultural, industrial, and tourism sectors.
Adoption of the 2026 Finance Act
Following the adoption by the National Assembly of the 2026 Finance Act, the Head of State congratulated Members of Parliament for their sense of responsibility and the quality of the debates. He also commended the Prime Minister and the Government for the sound preparation, mastery of the files, and sectoral responses provided in order to better inform the National Representation and the populations about the State’s achievements and projects.
The Head of State particularly congratulated the Minister of Finance and the Budget, the Minister of Economy, Planning and Cooperation, and the Secretary of State in charge of Relations with Institutions, as well as their teams, for their exemplary professionalism during the debates relating to the examination of the 2026 Finance Bill. He instructed that effective implementation of the Finance Act should commence across all ministries starting January 2, 2026.
He finally reminded the Prime Minister of the imperative to intensify the cleanup of public finances and to accelerate economic recovery through the sustained implementation of the Economic and Social Recovery Program.
Monitoring of the Organization of the Dakar 2026 Youth Olympic Games
Recalling the Presidential Council on the state of progress in the organization of the Dakar 2026 Youth Olympic Games, which he chaired on December 16, 2025, the President of the Republic instructed the Government to ensure continuous monitoring of the implementation of the directives and measures adopted to accelerate, on time, the completion of sports infrastructure and all required facilities, as well as to activate the necessary security arrangements.
He emphasized the optimal preparation of Senegalese athletes and the mobilization of the populations to ensure national ownership of this major international sporting event, and requested the Prime Minister to organize a monthly interministerial monitoring meeting on the Youth Olympic Games.
Follow-up on the Recommendations of the First National Diaspora Day
The Head of State announced that he chaired, on December 17, 2025, the first edition of the National Diaspora Day, held under the theme: “The Senegalese Diaspora, a Lever for the Transformation of the Country.” After congratulating the Minister of African Integration, Foreign Affairs and Senegalese Abroad and the Secretary of State in charge of Senegalese Abroad for the excellent organization of the event, he paid a vibrant tribute to Senegalese citizens living abroad for their mobilization and commitment to contributing to the national construction and transformation effort.
In this regard, he instructed the Prime Minister, the Minister in charge of Foreign Affairs, and the Secretary of State for Senegalese Abroad to examine the grievances of compatriots living abroad and to take into account the proposals and recommendations arising from this Day through the prompt deployment of the Special Diaspora Support Program.
Agenda of the President of the Republic
The Head of State informed the Council that he participated, on December 14, 2025, in the 68th Ordinary Session of the Conference of Heads of State and Government of ECOWAS, during which Senegal was designated, for the first time, to assume the presidency of the Commission of the Organization as from 2026.
He also inaugurated, on Tuesday, December 16, 2025, the tactical military vehicle assembly plant, as part of the strengthening of the national defense industry.
Furthermore, on December 17, 2025, he presented the National Flag to the National Football Team ahead of the 2025 Africa Cup of Nations in Morocco, and on Friday, December 19, 2025, he presided over the annual ceremony for the induction of dignitaries into the national orders.
UNDER THE COMMUNICATION OF THE PRIME MINISTER
After congratulating the President of the Republic following his economic tour in Casamance and welcoming the initiative and successful organization of the Gov’athon, the Prime Minister focused his communication on the following two points:
Conditions and Context for the Achievement of Government Results
The Prime Minister recalled several contextual elements, including the previous political situation, the difficult economic environment, the level of public debt, poor governance practices, and the downgrade of Senegal’s credit rating. In the face of these challenging conditions, the Government demonstrated ingenuity and resilience by introducing breaks in public policies, undertaking substantive corrections, and formulating and implementing an agenda whose impacts on the populations are tangible.
The Prime Minister presented several results achieved, notably the structuring of a long-term vision through the National Transformation Agenda, Senegal 2050, with its various operational frameworks; the reduction in prices of essential commodities; the launch, on August 1, 2025, of the Economic and Social Recovery Plan (ESRP); the conclusion of a Social Pact with social partners; and the resounding success of various Public Savings Appeals (PSA).
Key Orientations of Government Action for 2026
The Prime Minister indicated that 2026 will mark a phase of momentum and acceleration of the major reforms undertaken by the Government since the advent of the new administration. According to him, this will involve strengthening the attractiveness and competitiveness of the economy through intensified economic diplomacy and the adoption of new Tax, Customs, Labor, Mining, and Oil and Gas Codes, revising public procurement regulations, overhauling education, renewing decentralization policy, and accelerating the modernization of the Administration.
Particular emphasis will be placed on energy sector development, digital transformation, water resource management, human capital development, and sustainable industrial development. The implementation of these programs requires the definition of a Special Investment and Financing Plan (2026–2028) to accelerate the National Transformation Agenda, Senegal 2050.
The Prime Minister concluded his communication by announcing the organization of a Government Seminar focused on systemic change and transformational leadership, as well as the establishment of a national public performance recognition mechanism aimed at highlighting tangible results, useful innovation, and the real impact of administrative action on citizens’ lives.
UNDER THE COMMUNICATIONS OF MINISTERS
The Minister of Environment and Ecological Transition delivered a communication on Senegalese environmental diplomacy.

The Council examined and adopted:
the draft law establishing the status of contract officers;
the draft law on the second supplementary finance act for the year 2025.
