Council of Ministers Communiqué of Friday, 5 June 2026

The Head of State delivered a communication focusing on the following points:

The President of the Republic, after commending the important work accomplished by the outgoing Prime Minister and Government, congratulated the Prime Minister, Mr. Ahmadou Alhaminou Mohamed LO, and members of the Government on their appointment. He highlighted the particular political, economic, social, and security context, which calls for sustained commitment, unwavering solidarity, strong teamwork, and enhanced efficiency in the implementation of the National Transformation Agenda.

The Head of State recalled that the Government, as a collegial and united institution whose fundamental hallmark is loyalty, is accountable to both the President of the Republic and the National Assembly. He noted that the Government is taking office at a critical moment for Senegal, which is at a crossroads in consolidating its security and sovereignty, building a strong, endogenous economy open to the world, strengthening employment promotion policies, revitalizing productive investment, improving infrastructure, as well as enhancing purchasing power and the well-being of the population.

The President of the Republic stressed the imperative for the Government to be one of work, action, delivery, and rapid results. To this end, he instructed the Prime Minister to submit, within the shortest possible time, a Government Action Plan. This operational emergency plan must include economic recovery, public finance consolidation, sovereign debt management, including the clearance of domestic arrears, as well as the revitalization of key sectors.

The Head of State emphasized the urgent need to pay particular attention to the business environment, the development of the national private sector, the informal economy, SMEs/SMIs, the smooth conduct of the agricultural production campaign, the improvement of household purchasing power, poverty reduction programmes, state social interventions, and social dialogue.

He instructed the Prime Minister to intensify public administration modernization processes and to ensure the management and performance of all public and parapublic sector entities. Furthermore, he directed Government members to implement, under the Prime Minister’s leadership, a coherent, effective, and results-oriented communication strategy based on proximity.

The President of the Republic instructed the Prime Minister to oversee the preparation of the legislative agenda, upcoming budget documents (Amending Finance Law 2026 and the Economic and Budgetary Policy Planning Document 2027–2029), as well as the budget orientation debate.

Finally, he informed the Government that the Council of Ministers will meet every fifteen (15) days. In the interim, thematic interministerial councils and meetings focused on planning, monitoring, and evaluation will be held under the direction of the Prime Minister.

The President of the Republic recalled that Senegal is celebrating, in a spirit of unity, the centenary of Mr. Abdoulaye WADE, former President of the Republic. On this occasion, he paid tribute, on behalf of the Nation, to his historic contribution to the strengthening of democracy and public freedoms, the consolidation of the rule of law, African integration, and Senegal’s development.

The Head of State informed the Council that he had presided, on 4 June 2026, over the tribute ceremony dedicated to this exceptional and multifaceted figure, a national heritage whose political courage, patriotic commitment, and pragmatic reformist boldness have significantly contributed to enhancing Senegal’s influence in Africa and worldwide.

He instructed the Government to support, both in Senegal and abroad, all activities related to the celebration of President WADE’s life and legacy.

Lessons from the National Dialogue

The Head of State announced that from 21 to 31 May 2026, he received former Prime Ministers and former Ministers of Finance and Interior as part of consultations related to the new format of the national dialogue.

After thanking and commending all the personalities received for their exemplary patriotism and high sense of state responsibility, the President of the Republic indicated that he will continue engagements with the nation’s living forces to strengthen the social and economic foundations of the Project for a Sovereign, Just, and Prosperous Senegal.

National Mobilisation Around the “Lions de la Téranga”

The President of the Republic noted that the Senegal national football team will begin its FIFA World Cup 2026 campaign on 16 June 2026. He recalled that he presented the national flag to the players on Tuesday, 2 May 2026, renewing his full confidence and support.

He called on all components of the Nation to rally behind the national team during this major competition, which enhances Senegal’s international visibility, particularly in the field of sport.

Finally, the Head of State extended his warm congratulations to the U17 Lions, African Champions, for their brilliant victory at the recently concluded AFCON U17 tournament held in Morocco.

The Head of State informed the Council that he undertook, on Saturday, 30 May 2026, a friendship and working visit to the sister Republic of The Gambia, at the invitation of His Excellency President Adama BARROW.

The Prime Minister began his communication by expressing his deep gratitude to the Head of State for the renewed and strengthened trust placed in him through his appointment as Prime Minister. He emphasized citizens’ expectations in terms of concrete results, including more jobs and economic opportunities, improved access to essential services, a more efficient administration, and a tangible improvement in living conditions.

He presented a communication centered on:

“The new method of conducting and coordinating government action for transformation, operational efficiency, and results.”

This communication is structured around the following points:

As part of the acceleration of government action, the Prime Minister announced a new direction in central governance, with the Prime Minister’s Office operating under a model of active and daily interministerial coordination. Priority will be given to the smooth management of institutional interfaces.

According to the Prime Minister, this change in method requires a shift:

from a procedure-centred approach to a problem-solving approach;

from an activity-based logic to a results-based logic;

from a sectoral logic to a systemic logic;

from silo-based management to a cooperative approach.

In pursuit of operational efficiency, each project must contribute to national priorities, each reform must lead to measurable improvements, and every public resource must generate maximum value for citizens. Government action will therefore be aligned with national priorities, and budgetary decisions will be consistent with transformation objectives.

He also stressed the urgency of developing a Code of Ethics and Professional Conduct for public administration staff.

He further emphasized alignment of all public policies with the Senegal 2050 Agenda, strengthening ministerial steering and organisational capacities, administrative performance, risk management culture, and cybersecurity.

The Prime Minister recalled the need to prioritise critical, high-impact dossiers under the Senegal 2050 Agenda. He particularly emphasized:

timely provision of agricultural inputs for the production campaign;

food security during the lean season;

organization of exams and competitive examinations;

flood prevention measures;

evaluation of the Economic and Social Recovery Programme (PRES) and implementation of necessary adjustments;

the “Diomaye Plan” for Casamance and Eastern Senegal.

He also recalled obligations related to the legislative agenda and monitoring the implementation of decisions taken in the Council of Ministers and interministerial councils.

He concluded his communication by outlining practical modalities for implementing all the above orientations.

The Council examined and adopted the draft framework law on agro-sylvo-pastoral and fisheries development.
