The Head of State, His Excellency, Mr. Bassirou Diomaye Diakhar FAYE, presided over the weekly Council of Ministers meeting at the Presidential Palace on Wednesday, November 6, 2024.
At the beginning of the Council of Ministers meeting, the President of the Republic paid tribute to the memory of Mr. Mamadou Moustapha BA, former Minister of Economy, Finance, and Planning, who passed away on Monday, October 4, 2024. He extended the Nation's condolences to his family and the Ministry staff.
The Head of State reiterated his call to political actors and the population for a calm, serene, and respectful campaign for the early legislative elections on November 17, 2024. He asked the Minister of the Interior and Public Security and the Minister of Justice to take all necessary measures and provisions, in accordance with laws and regulations, for a peaceful electoral campaign throughout the national territory.
The President of the Republic addressed the issue of formalizing the informal sector. In this regard, he asked the Government to define, with all stakeholders, a national doctrine for formalizing the informal sector, focusing on better structuring activities and actors, as well as optimizing the reorganization of the State's various entities in the areas of training, financing, taxation, and installation in special zones, sites, and dedicated spaces. In this spirit, he indicated to the Prime Minister the importance of holding consultations with Senegal's consular chambers to accelerate the systemic transformation of the informal economy.
The Head of State also reiterated his particular commitment to the modernization of national craftsmanship, a strategic sector in the transformation of the informal economy and the overall improvement of national productivity. He emphasized the urgency for public support and financing structures (DER/FJ, 3FPT) to intensify their efforts alongside the interventions of the Agency for the Promotion and Development of Crafts (APDA) and the Chambers of Trades to further support the production units of Senegalese artisans, who must quickly evolve into real SMEs or SMIs. He has already asked the Prime Minister to seize the opportunity of the upcoming creation of the entity for the pooling and centralization of public procurement, to enhance the responsibility of local artisans in the execution of public orders. Therefore, it is necessary for all sectors to promote "Made in Senegal" and the consumption of local products through commercial spaces, exhibition sites, and fairs.
The President of the Republic welcomed the regular organization of the "Consume Local" month. He emphasized the imperative of modernizing and redirecting the Dakar International Fair towards the promotion and enhancement of national production.
Highlighting the fundamental role of culture in the national transformation agenda, the Head of State reminded the Government of the paramount importance of culture in the "Senegal Vision 2050." He extended his congratulations and encouragement to cultural actors for their major role in promoting Senegal, preserving social stability, and fostering unity while respecting our values and traditions. He urged the Minister of Youth, Sports, and Culture and the Secretary of State for Culture, Creative Industries, and Historical Heritage to ensure sustained decentralization of actions among the population, in the inclusive development and consensual execution of Senegal's cultural agenda. He also asked the Government to propose a national program for the creation of cultural infrastructure, integrating the Poles and taking into account the specificities and potential of our regions.
The President of the Republic invited the Minister of Culture to further work on popularizing our cultural and historical heritage and to ensure the preservation of classified historical heritage, particularly Gorée, the island of memory, which must receive special attention. To close this chapter, he informed the Council that he will preside over the opening ceremony of the 15th edition of the Biennale of Contemporary African Art on Thursday, November 7, 2024, at the Doudou Ndiaye Coumba Rose National Grand Theater.
Speaking of tourism, which remains a key sector for growth and job creation, the Head of State asked the Minister of Tourism and Handicrafts to revitalize all promotion agencies for the "Destination Senegal" in perfect synergy with local actors, tour operators, and other professionals in the sector. He emphasized the imperative of strategic control over the development and construction of hotel and tourist establishments along the national coastline and sites managed by the Senegalese Coastal and Tourist Zones Development and Promotion Company (SAPCO). In the same vein, he stressed the urgency of significantly improving the living environment and security in tourist areas and sites, as well as ensuring the permanent strengthening of the tourist police to better secure activities.
In the dynamic of developing youth employment, the President of the Republic asked the Government to prioritize tourism in the 3FPT mechanisms and the national State-Employer convention. This also involves supporting the National School of Hotel and Tourism Training as well as the training centers for tourism professions. He asked the Minister of Tourism and Handicrafts and the Minister of Finance and Budget to evaluate, restructure, and strengthen tourism financing through the adjustment of hotel credit interventions, a mechanism that should ensure the rapid recovery and sustainable development of the sector. Furthermore, he indicated to the Minister of Tourism to work in collaboration with the Minister of Air Transport, the private sector, and airlines to organize an annual international tourism fair in Senegal to promote "Destination Senegal" and also develop domestic tourism.
The Head of State finally reflected on the fiftieth anniversary of the Senegalese Institute of Agricultural Research. He took this opportunity to extend his warm congratulations and encouragement to all the scientific, technical, and administrative staff of ISRA. He asked the Minister of Agriculture, Food Sovereignty, and Livestock, and the Minister of Finance and Budget to intensify the strengthening of intervention resources and the transformation of ISRA in order to consolidate the strategic role of the public institution in research on plant, animal, and fishery productions, the restoration of seed capital, and the acceleration of the implementation of food sovereignty policies and programs.
The President of the Republic congratulated the national "Beach Soccer" team for brilliantly winning their eighth continental title and the U17 national football team for securing their qualification for CAN 2025 and winning the UFOA/A trophy.
The Head of State informed the Council that he will preside over the Armed Forces Day at Camp Dial DIOP on Friday, November 8, 2024.
Finally, the President of the Republic reflected on his visits to the Kingdom of Saudi Arabia and the Republic of Turkey, marked by fruitful exchanges and the commitment of their respective leaders, His Royal Highness Mohammed bin Salman and President Recep Tayyip Erdoğan, to support our country in the implementation of "Senegal Vision 2050."
On the sidelines of his stay in Saudi Arabia, the President of the Republic performed the Umrah in Mecca and the Ziara to the Prophet Muhammad (PBUH) in Medina. On this occasion, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, granted him an exceptional favor by ordering the opening of the Kaaba. This demonstrates the privileged ties between our two countries and the high regard and attachment of the Saudi authorities for Senegal.
The President of the Republic also appreciated the warmth and attention of President Erdogan, as well as the quality of their exchanges, which focused, among other things, on ways and means to deepen the partnership between Senegal and Turkey.
