
The Council of Ministers met on Wednesday, November 19, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE PRESIDENT OF THE REPUBLIC’S COMMUNICATION
The Head of State delivered a communication covering the following points:
Strengthening social dialogue in the education and health sectors and ongoing monitoring of the National Pact for Social Stability
The President of the Republic began his communication by emphasizing the importance of social stability in the education and training sector as a key factor in consolidating the excellence of the Senegalese education system. To this end, he called on the Government, in collaboration with partners in the education community, particularly trade unions, to intensify consultations and social dialogue in order to ensure the continuity of teaching and learning, respect for the school calendar, and the fulfillment of the administrative measures and commitments contained in the agreements signed.
In this regard, he instructed the Ministers in charge of Public Service and Labor, National Education, and Finance and Budget to conduct a comprehensive review and general assessment of the impact of the agreements signed with teachers’ unions, and for each minister to ensure regular monitoring of social dialogue within their respective ministries.
The President of the Republic stated that the same directive applies to the priority health sector.
Finally, he requested the Minister of Public Service, Labor and Public Service Reform to provide a monthly report to the Council of Ministers on the implementation status of the commitments under the National Pact for Social Stability for inclusive and sustainable growth.
Priority “Youth Employment” in the National Transformation Agenda, Senegal 2050
Considering that youth employment remains a major priority of Government action, the Head of State reminded the Prime Minister of the urgency of taking all necessary measures to accelerate the finalization of the new document on the National Employment Policy before the end of December 2025.
In this context, he called for the transformation and adaptation of vocational and technical training mechanisms by accelerating:
- the scaling-up and development of dual training;
- the strengthening of interventions by the Fund for Financing Vocational and Technical Training;
- the construction of vocational and technical training centers in all departments of Senegal.
Along the same lines, the President of the Republic instructed the Government to pool all resources and actions from projects and structures promoting youth employment in order to implement a National Youth Employment Promotion Program. He also stressed the establishment of the Senegal Youth Advisory Council and the holding of regular meetings of the National Council for Youth Insertion and Employment.
Finally, the Head of State recalled that 2026 will be dedicated to the promotion of employment and the development of the social and solidarity economy.
Commemoration of the 81st anniversary of the Thiaroye Massacre and organization of the Senegalese Tirailleurs Day
The President of the Republic noted that the commemoration of the anniversary of the Thiaroye Massacre and the celebration of Senegalese Tirailleurs Day are flagship events on the national agenda. He therefore called on the Government to make all practical arrangements, in coordination with all stakeholders, to ensure the smooth running of the Thiaroye Massacre commemoration ceremonies, to finalize the operational establishment of the museum dedicated to the Thiaroye events, and to continue the scientific research already underway in order to establish the truth about this painful historical event engraved in our collective memory.
Implementation of the “Independence” Program in regional capitals
In anticipation of the establishment of Territorial Poles and in an approach based on territorial equity, the President of the Republic plans to celebrate the national holiday in regional capitals other than Dakar, under his chairmanship and in the presence of local populations and relevant civil and military authorities. Accordingly, he instructed the Prime Minister, in liaison with stakeholders, to launch, starting in 2026, a national program to modernize infrastructure and facilities in regional capitals, named the “Independence Program,” which will enhance the attractiveness of territories and stimulate economic recovery.
Revival of tourism and promotion of cultural potential
After emphasizing that tourism is a key driver of economic growth, job creation, and sustainable territorial development, the President of the Republic called for intensified implementation of programs to promote Destination Senegal and for accelerated modernization of tourist areas, enhancement of our cultural and natural heritage, and sustained construction of world-class hotels and tourist facilities across the country.
He further stressed his commitment to developing new tourist areas, improving the quality of tourism offerings and services to boost the competitiveness of Destination Senegal, and securing tourist areas and sites through the deployment of special measures. He also called for a comprehensive inventory and enhancement of the national heritage classified on Gorée Island and for greater coherence between cultural and tourism policies. In this spirit, he instructed the Government to take all necessary steps to ensure the smooth running of the first edition of the West African Festival of Arts and Culture (ECOFEST), scheduled from November 30 to December 5, 2025, in Dakar.
Agenda of the President of the Republic
The Head of State informed the Council that he will participate from November 23 to 26, 2025, in Luanda, Angola, in the European Union–African Union Summit.
UNDER THE PRIME MINISTER’S COMMUNICATION
The Prime Minister delivered a communication on the Government’s guidelines regarding memorial policy. He first recalled the directives and actions taken in this area, then addressed the enhancement of Senegal’s memorial heritage and the perpetuation of the achievements of the memorial policy.
He particularly emphasized the construction of the House of Archives, the National Library and regional libraries, the erection of a Memorial at Thiaroye in honor of the Senegalese Tirailleurs, the creation of a Documentation and Research Center dedicated to the “Senegalese Tirailleurs,” the teaching of the history of the Thiaroye Massacre in Senegalese schools, the annual celebration of a Tirailleur Day, and the establishment of a National Council for Memory and Management of Historical Heritage (CNMGPH) as well as a Documentation Center at the Thiaroye Cemetery. The Prime Minister also mentioned the solemn tribute paid to Professor Amadou Makhtar MBOW on October 28, 2025, and the upcoming celebration of the second edition commemorating the Thiaroye Massacre.
For the Prime Minister, enhancing our memorial heritage is a necessity. It involves historical narrative and the erection of symbols. With regard to historical narrative, it is essential on the one hand to highlight the emblematic figures our country abounds in and, on the other, to restore historical facts in their authenticity and objectivity. As for symbols, they must serve as a permanent reminder of our history and play a significant role in promoting tourism. In this vein, the Prime Minister discussed the creation of historical museums of traditional kingdoms, such as the one in Dekheulé, on historic sites such as Pathé Badiane (PaosKoto), Yang Yang, Ndorna (Fouladou), and Nder, the construction of the National Library as a tool for reappropriating our collective memory and repository of our national documentary heritage, as well as the House of Archives.
Furthermore, addressing administrative reform, he called for the establishment of a governmental program for continuous training and administrative excellence.
Regarding Senegal’s overall strategy for international outreach, the Prime Minister launched a national reflection on the creation of a “Senegal” or “Teranga Senegal” brand platform a new international identity showcasing our cultural, sporting, economic, and technological assets along with a strengthened strategy of cultural and sports diplomacy and the mobilization of the Dakar 2026 Youth Olympic Games (JOJ) as a major lever for visibility, influence, and national unity.
On road safety, based on the recommendations of the October 2025 General Assembly on public transport, he instructed the relevant ministers to submit, before the end of 2025, an operational, costed, and evaluable action plan that will be monitored by a multidisciplinary committee placed under the authority of the Prime Minister’s Office.
The Prime Minister concluded his communication with the strategic project of building the Dakar Tambacounda railway line, noting that the Government has initiated preparatory work for this standard-gauge railway line. This structuring project, whose preparatory phase is scheduled for completion in 2026, will contribute to sustainable mobility, road safety, territorial connectivity, and industrial and logistics development. Until its implementation, the rehabilitated meter-gauge line will continue to ensure service continuity and preserve national railway expertise.
UNDER THE MINISTERS’ COMMUNICATIONS
The Minister of Urban Planning, Local Authorities, and Territorial Development delivered a communication on the rollout process of the Territorial Poles.
The Minister of Industry and Trade presented a communication on the supply of the market with food products, the marketing of local rice, and the status of financing and marketing of groundnuts by SONACOS.
The Minister of Youth and Sports delivered a communication on the Sports Program for the Dakar 2026 Youth Olympic Games (JOJ).
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted:
- the draft decree on energy labeling of new electric lamps and household appliances;
- the draft decree on quality control of equipment constituting a photovoltaic solar system;
- the draft decree setting standards and technical specifications for natural gas;
- the draft decree amending decree no. 2006-392 of April 27, 2006, supplementing decree no. 77-987 of November 14, 1977, on the special status of teaching civil servants;
- the draft decree amending decree no. 74-347 of April 12, 1974, setting the special regime applicable to non-civil-servant State agents;
- the draft decree amending decree no. 77-887 of October 12, 1977, on the special status of public health and social action civil servants.
Marie Rose Khady Fatou FAYE, Secretary of State to the Prime Minister, in charge of Relations with Institutions, Government Spokesperson
