The Council of Ministers met on Wednesday, 1 July 2026, at the Palace of the Republic, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC
In his opening remarks, the Head of State extended his congratulations to the Senegalese national football team following its honourable participation in the FIFA World Cup 2026. He expressed his support for all African teams still in the competition and wished them every success in the continuation of the tournament.
Consensual Modernisation of Public Governance
The President of the Republic recalled that the Constitution, of which he is the Guardian, reflects the will of all citizens to affirm and consolidate the foundations of the Nation and the State, with a view to assuming a common destiny through solidarity, work, and patriotic commitment. He highlighted the processes of inclusive national dialogue that he has initiated since taking office, involving all stakeholders, aimed at a consensual and appropriate modernisation of our judicial, political, and institutional systems. He noted that the adjustments he had envisaged must, for the most part, take into account our political history, our democratic achievements, and the points of excellence in the functioning of our institutions and public authorities.
The Head of State noted the Government’s remarkable clarifying position and congratulated the Minister of Justice, Keeper of the Seals, on his excellent presentation during the examination of Constitutional Bill No. 17/2026, introduced by majority deputies. Welcoming this republican stance by the executive branch, he reaffirmed his determination to continue appropriate consultations and dialogue with all the vital forces of the Nation, in order to enable a consolidating revision of the Constitution that respects national sovereignty.
Revitalisation of Decentralisation and Strengthening of Territorial Development
The President of the Republic considers the deepening of decentralisation, through the territorialisation of public policies, as a priority for accelerating territorial development and improving the effectiveness of the State and the well-being of the population. To this end, he instructed the Prime Minister and the Minister in charge of Local Authorities to finalise the consensual establishment of Territorial Poles, involving all relevant stakeholders.
He emphasised the need to increase and accelerate the decentralisation of public investments by redefining the mechanisms for transferring powers to local authorities and evaluating the financial relations between them and the State. Accordingly, he asked the Minister of Economy, Finance and Planning and the Minister in charge of Local Authorities to co-chair, each year, a conference on local finances, with the aim of providing greater visibility on the financial management of municipalities and departments. The President of the Republic also urged them to initiate a reflection, in collaboration with territorial executives, to update the texts relating to land management and the real estate assets of local authorities.
Finally, he announced that he will preside, on 2 July 2026, over a meeting with territorial executives to strengthen State support for local authorities and to give new impetus to decentralisation, spatial planning, and territorial development.
Transformation of Public Finance Governance
The Head of State observed that he has established a unified Ministry of Economy, Finance and Planning to consolidate and optimise the economic, budgetary, financial, and accounting management of the State, within a framework of systematic control over the planning of public policies. In this regard, he indicated that he has approved the creation of a Directorate General for Financing and Debt to strengthen and specialise the State’s accounting function and to ensure comprehensive, preventive, and proactive management of public resources and expenditures, as well as the debt of the State and its agencies.
The President of the Republic requested that the necessary measures be taken for the optimal implementation of the comprehensive transformation of the national public finance system.
Finally, he congratulated the Government on holding the Budget Orientation Debate in a demanding context of cleaning up public finances, strategic control of public debt, and economic recovery, while ensuring strong involvement of the national private sector.
Preparations for the Grand Magal of Touba and the Maouloud
The Head of State stressed that the 2026 editions of the Grand Magal of Touba and the Maouloud will be celebrated in August, during the rainy season. To this end, he instructed the Government to take all necessary preventive logistical and security measures, in liaison with the organisers, to ensure that these events take place under the best possible conditions. In this context, he urged the Minister of Health and Public Hygiene to urgently take all necessary measures for the opening of the new El Hadji Malick SY Hospital in Tivaouane.
President of the Republic’s Agenda, followed by Integration, Cooperation and Partnerships
The Head of State informed the Council that he paid an official visit to the Federal Republic of Germany from 21 to 23 June 2026, at the invitation of President Frank-Walter Steinmeier and German Chancellor Friedrich Merz. This visit was marked by meetings with high German authorities, audiences with business leaders, a German-Senegalese economic forum, and a roundtable with businessmen. He thanked the German President and Chancellor for the welcome and the quality of the exchanges, which led to tangible results.
The Head of State also announced that he presided, on 30 June 2026, over the diploma award ceremony for the magistrates of the Dior Fall Sow Promotion (2024-2026), held under the theme: “The Independence of Justice, Foundation of the Rule of Law.”
UNDER THE COMMUNICATION OF THE PRIME MINISTER
The Prime Minister presented his communication on the following points:
Acceleration of procedures for managing land and State-built heritage disputes;
The situation of drinking water supply in urban and rural areas.
Recalling the strategic importance of managing urban land disputes given their strong impact on citizens’ lives and economic activity, particularly in the Building and Public Works (BTP) sector, the Prime Minister highlighted the remaining actions needed to implement the recommendations from the land audit reports prepared by the Committee established at the Prime Minister’s Office. On the basis of this assessment, he instructed the Committee to implement all appropriate urgent measures to lift the uncertainty affecting a significant number of bona fide individuals impacted by work suspensions and to breathe new life into the BTP sector. He insisted on a comprehensive approach to land disputes through a global land reform based on an integrated and cross-cutting approach aimed at ensuring equitable and sustainable land governance.
The Prime Minister emphasised the need to:
Strengthen the operational capacity of the Directorate General for the Monitoring and Control of Land Use (DGSCOS) for 2027;
Ensure the regular functioning of the Regional and Departmental Committees on Urban Planning, Housing and Living Environment as monitoring and regulatory bodies;
Develop a proposed doctrine for resolving cases of irregular transfers, to be handled by SOGEPA.
Regarding the drinking water supply situation in urban and rural areas, the Prime Minister recalled that despite the implementation of most decisions from the Interministerial Council on drinking water supply held on 23 August 2024, the sector continues to face difficulties related to:
The completion of the institutional reform of rural hydraulics;
The restoration of financial balance in urban hydraulics.
He instructed the Minister in charge of Hydraulics, in collaboration with the Minister in charge of Finance, to establish a working group coordinated by the Prime Minister’s Office, to propose, no later than the end of July, a detailed action plan to address the identified shortcomings.
On major structuring projects, the Prime Minister emphasised the need to secure the necessary budgetary space.
He also invited the Minister in charge of Hydraulics to submit to him, by mid-July, a draft roadmap for the renegotiation of loan repayment schedules, the retrocession of financing, the payment of outstanding balances, and the resumption of works on the Sambangalou Dam. This project will be submitted to the Head of State with a view to sensitising his counterparts from OMVG member countries for approval by the Council of Ministers of that organisation.
The Prime Minister concluded his communication by stressing the importance of government communication as a strategic instrument for conducting public action.
He invited the Minister in charge of Communication and the Minister in charge of Monitoring, Steering and Evaluation of the Senegal 2050 National Transformation Agenda to finalise the ongoing work and present it at the next Council of Ministers meeting.
UNDER THE COMMUNICATIONS OF MINISTERS
The Minister of Health and Public Hygiene made a communication on the theme: “Pharmaceutical Sovereignty, a Lever for Health Security and Economic Development.”
The Minister of the Civil Service, Labour and Public Service Reform presented a communication on the draft law on the General Code of Ethics and Professional Conduct for Public Agents.
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted the draft law authorising the President of the Republic to ratify the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, adopted in Marrakesh on 27 June 2013 and entered into force on 30 September 2016.
